Before joining Volunteers of America, Toran was director of Oregon’s Department of Services to Children and Families. She held the post longer than any other person in state history.
She also has served with the former Children’s Services Division, the state Purchasing Division, the Department of General Services and as the state’s director of affirmative action while an assistant to Gov. Atiyeh.
Concordia University said Toran has a long-standing commitment to education and has made significant contributions to improving the lives of fellow Oregonians.
She was cited for working to improve the lives of underserved children, families and seniors with quality programs and services. Also noted were her efforts to create programs and collaborative relationships that promote education, self-reliance and equality for all people in the state.
